Approval of Work and Acceptance of Construction Tasks
The construction team shall go through the formalities for work approval with the competent department according to the voltage level of the equipment and accept the construction tasks. The competent department shall approve the work in written form.

On-site Investigation
(1) The on-site construction leader and construction technicians shall conduct an on-site investigation, make investigation records, determine the on-site operation hazard points and control measures, and formulate a construction plan.
(2) The contents of the on-site investigation: Check the on-site conditions and environment of the construction operation, such as the construction transportation road, damage to young crops and compensation, etc.

Hold a Pre-shift Meeting
Before the start of the construction operation, the on-site work leader shall hold a meeting of all construction personnel to conduct technical and safety disclosures and assign work tasks.
(1) Technical Disclosure: The on-site work leader shall inform all construction personnel of the construction plan, construction process quality requirements, and operation precautions.
(2) Safety Disclosure: The on-site work leader shall inform all construction personnel of the construction hazard points and control measures. The main hazard points and controllable measures of this work are:
① Prevention of Falling from Heights: Control measures: A. Before climbing the pole, the operator shall check whether the pole climbing tools are safe and reliable, and can only climb the pole after confirming that there is no problem; B. When climbing the pole, the operator shall do: "Step on steadily, hold firmly, climb slowly step by step. When reaching the position, the first thing is to fasten the safety belt firmly"; C. The safety belt should be fastened to a firm and reliable component. If the working position is changed, the safety belt should be fastened again.
② Prevention of Electric Pole Collapse and Injury: Control measures: Before climbing the pole, the operator shall observe and estimate the embedding depth of the electric pole, and can only carry out the pole climbing operation after confirming its stability.
③ Prevention of Falling Objects from Heights Causing Injury: Control measures: A. Ground crew should try to avoid staying under the pole; B. Ground crew should wear safety helmets; C. Tools and materials should be transferred by ropes to avoid falling objects from heights as much as possible; D. When operating the drop fuse, the operator should select a proper operating position to prevent the fuse tube from falling and causing injury.
④ Prevention of the Transformer from Falling or Collapsing and Causing Injury: Control measures are: A. When lifting the transformer, check and confirm that the lifting appliances (crossbeam, steel wire sleeve, chain block, etc.) are safe and reliable. B. After the transformer is in place, the lifting equipment shall not be released before it is firmly fixed, and it can only be released after it is firmly fixed. C. During the lifting process of the transformer, no one is allowed under the transformer; D. The transformer should be firmly tied during transportation.
(3) Assign work tasks; Carry out personnel division of labor, clarify the supervision scope of the supervisor, the supervised person, and their safety responsibilities, etc.
